Mission Statement

The Mission of DAPA is to promote the use of Hot-Mix Asphalt Construction. We pledge to make quality of construction our foremost endeavor
and the chief interest of our Association.

Therefore, DAPA's programs and activities will:

Promote the use of HMA thought education, engineering, and research.

bullet

Maintain a quality image of HMA.

bullet

Encourage specification standardization.

bullet

Represent the industry’s view point and concerns to various public agencies on environmental, engineering and legislative issues.

bullet

Represent industry interests to owners/customers.

bullet

Provide information on issues to our membership thought newsletters, alerts, meetings, training programs, etc.

bullet

Provide technical support to membership.

bullet

Work with others to assure a stable, long term source of funding to maintain an adequate transportation system in the states of North Dakota and South Dakota.

Develop guidelines and encourage ethical and environmental sensitive behavior by members.

bullet

Create an atmosphere where all associations within the Highway Construction Industry can work together on items of mutual interests.
The organization will be guided in this effort by the following six points:

  1. Our every approach will be designed to be of a constructive nature – never antagonistic in informing people of asphalt materials and services.

  2. Our efforts will be designed to be helpful and informative to all those persons in purchasing authority, where our materials are in consideration.

  3. We shall properly inform by use of proven facts and figures – never misrepresenting.

  4. We will convey these facts to as many people, through as many mediums, as is possible.

  5. We will seek to broaden out own knowledge through our state universities and other sources.

  6. And finally, we recognize that through clean competition is created a healthy economy, wherein the public is the beneficiary, and we will strive to so apply our construction knowledge so that our installations will bring lasing confidence from everyone.

  1. Produce Quality Product through Engineering, Research, and Education
  2. Support Industry-wide Effort for Transportation Funding
  3. Provide Technical Assistance to the Industry including the User Agencies

Representing approximately 80% of the Hot Mix Asphalt (HMA) places in the Dakotas per year.
