I hope this letter finds you well. I would like to take this opportunity to provide important information regarding the funding for the North Dakota Department of Transportation's (NDDOT) 2025 construction program. The estimated bid for the 2025 construction program is $405 million, a decrease from the $580 million bid in 2024.
The decrease of the construction program in 2025 is largely due to the conclusion of one-time funding sources that enhanced our program in previous years. The COVID relief federal funding has been fully allocated and the majority of the Flexible Transportation Fund projects have also been bid. Please note that the NDDOT awarded approximately $80 million directly to local governments through the Flexible Transportation Fund. These dollars are not reflected in the NDDOT's program. Also, the NDDOT program does not include local government projects that are not bid through the department. As you know very well, high inflation is also impacting construction across the state. Timing of receiving the federal funding can also impact out bid dates.
The 2025 construction program reflects a return to our core federal funding. The current federal transportation bill (IIJA/BIL) end in the fall of 2026. As park of the reauthorization process the NDDOT is working with congressional staff to stress the need for increased funding.
Currently the 205 program includes approximately 57 miles of roadway rehabilitation/reconstruction projects, approximately 397 miles of roadway preventative maintenance projects, and six stand-alone bundled structure projects (15 structures).
